TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34497 with AECOM Technical Services, Inc., dba AECOM, of Orange, CA, for the Climate Action and Adaptation Plan, to extend the term of the contract to September 30, 2022, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to extend Contract No. 34497 for the Climate Action and Adaptation Plan (Plan) with AECOM Technical Services (AECOM).
On December 13, 2016, the City Council adopted Specifications No. RFP DV16-149 and awarded a contract to AECOM to develop a comprehensive Plan. The intended outcome of the Plan is to improve the quality of life and economic prospects of residents, businesses, and visitors of Long Beach while meeting legal obligations. The Plan will establish a framework to reduce greenhouse gas (GHG) emissions, address the potential impacts of climate change, and set feasible implementation strategies for adaptation to climate change impacts.
On March 13, 2018, the City Council approved an amendment to Contract No. 34497 that extended the contract date to January 8, 2020, and increased the not-to-exceed contract amount to $727,141. AECOM has performed the scheduled tasks outlined in the Plan scope of work including outreach activities, vulnerability assessment, and economic analysis. However, there have been delays due in-part to the COVID-19 pandemic and an inability to complete critical project tasks, such as analysis of GHG reduction target pathways and oil and gas activities. Therefore, City Council approval is requested to extend the term of the contract to September 30, 2022, to accommodate completion of work related to the Plan. While the Plan is anticipated to be adopted by the City Council in mid-2021, the extended contract term will ensure AECOM is available for further analysis, if needed.
This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on September 8, 2020, Deputy Finance Director Sandy Tsang-Palmer on September 23, 2020, and by Budget Analysis Officer Julissa José-Murray on September 14, 2020.
SUSTAINABILITY
The City is obligated under AB 32 (California Global Warming Solutions Act of 2006), SB 375 (Sustainable Communities and Climate Protection Act of 2008), and various California Executive Orders to reduce GHG emissions. Generally, statewide targets aim to reduce GHG emissions to 1990 levels by 2020 and 40 percent below 1990 levels by 2030. The Plan will allow the City to achieve these obligations for GHG emission reductions by providing a roadmap for integrating strategies into City objectives, planning documents, and legislative updates.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 34497 is requested on October 13, 2020, to ensure timely completion of the Plan.
FISCAL IMPACT
The recommended action will extend the term of the contract until September 30, 2022. Appropriation for this contract is currently budgeted in the Development Services Fund Group in the Development Services Department and an appropriation increase is not requested at this time. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
