DISCUSSION

City Council approval is requested to amend the 12 agreements to extend the term of the contracts for an additional one-year period through August 1, 2020, with the existing firms (mentioned above) for as-needed engineering services.

 

On December 15, 2015, the City Council adopted Specifications No. RFQ PW15-102 and awarded contracts to the 12 firms mentioned in the recommendation. These firms provide as-needed professional engineering services and have committed to using small, local or disadvantaged firms as sub-consultants on their teams, as appropriate.  On April 3, 2018, the City Council amended these contracts with a revised total aggregate amount not to exceed $47,500,000 and extended the contract term by two years.

 

The current agreements will expire on December 31, 2020, and the City has exhausted all extensions permitted in the contracts. Extending the term an additional year will ensure the continuity of current project deliverables. While the procurement for the next set of on-call professional engineering services contracts are currently underway, the procurement process has been negatively impacted by the COVID-19 pandemic, and the requested action will provide adequate time for staff to complete the procurement process without interruption to services.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on September 3, 2020, Deputy Finance Director Sandy Tsang-Palmer on September 14, 2020, and Budget Analysis Officer Julissa José-Murray on September 17, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on October 6, 2020, to allow for uninterrupted continuation of as-needed engineering services.

 

FISCAL IMPACT

If approved, this recommendation will extend the contract terms for a one-year period, through December 31, 2021. The aggregate contract authority for the as-needed engineering services will remain the same at $47,500,000. Expenditures during the extended one-year term cannot be projected at this time. There is no appropriation increase requested at this time. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
