TITLE

Woolley & Associates, of Tustin, CA, and Agreement No. 34129 with Johnson-Frank & Associates, of Anaheim, CA, for as-needed surveying services, to extend the term of the contracts for an additional one-year period through December 31, 2021.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Agreement No. 34135 with D. Woolley & Associates and Agreement No. 34129 with Johnson-Frank & Associates, to extend the terms to December 31, 2021, for as-needed surveying services.

 

On November 17, 2015, the City Council adopted Specifications No. RFQ PW15-152 and awarded contracts to D. Woolley & Associates, and Johnson-Frank & Associates for as-needed professional surveying services, for a total aggregate amount not to exceed $6,000,000 for a period of three years, with the option to renew for two additional one-year terms. The agreements are currently set to expire on December 31, 2020.  Extending the term an additional year will ensure continuity of current project deliverables and as-needed surveying services for the delivery of preliminary design surveys, construction staking, control surveys, global positioning surveys (GPS), levels, and subdivision map-checking services for various City Departments, including Public Works, Development Services, Long Beach Airport, Long Beach Energy Resources, and Parks, Recreation and Marine. The requested action will provide adequate time for staff to complete a new procurement process without interruption of services.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on September 3, 2020, Deputy Finance Director Sandy Tsang-Palmer on September 14, 2020, and Budget Analysis Officer Julissa José-Murray on September 17, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on October 6, 2020, to ensure uninterrupted continuation of services.

 

FISCAL IMPACT

If approved, this recommendation will extend the contract terms for a the one-year period, through December 31, 2021. The aggregate contract authority for as-needed surveying services will remain the same at $6,000,000. Expenditures during the extended one-year term cannot be projected at this time. There is no additional appropriation increase requested at this time. Any work not currently budgeted will only proceed at such time as appropriations have been approved by the City Council.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
