TITLE

Recommendation to adopt Specifications No. RFP PD19-100 and award a contract to Vital Medical Services, of Glendale, CA, for providing jail inmate physician and relief nursing services at the Long Beach City Jail, in an annual amount not to exceed $700,000, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into contract with Vital Medical Services, for providing jail inmate physician and relief nursing services, in an annual amount not to exceed $700,000, for a period of two years.  Jail inmate physician and relief nursing services are necessary to comply with California Code of Regulations, Title 15, Article 11, Medical/Mental Health Care Services, which indicates the requirements and responsibilities for jail health care services, such as ensuring the provision of emergency and basic health care services are available to all inmates at all times.

 

The Request for Proposals (RFP) was posted on the City’s electronic bid system on December 5, 2019, and 28 potential proposers specializing in physician and nursing services were notified of the opportunity.  Of those proposers, 26 downloaded the RFP via the City’s electronic bid system. The RFP document was made available by the Purchasing Division, located on the 6th floor of the City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  The RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 35 local, minority-owned, and women-owned business groups.  Eight proposals were received on January 9, 2020. Of those eight proposers, one was a Minority-owned Business Enterprise (MBE),  two were Women-owned Business Enterprises (WBEs), two were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local).

 

The selection committee determined that Vital Medical Services, of Glendale, CA (not a MBE, WBE, SBE, or Local), was the most qualified firm to provide the services. The selection committee, comprised of representatives from the Police Department and Health Department, made the determination based on the following criteria: demonstrated competence, experience, expertise and availability of personnel, financial stability, conformance with the terms of this RFP, and reasonableness of cost. 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download RFP specifications. Through outreach, three Long Beach vendors were notified to submit a proposal, of which two submitted a proposal.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the proposer pool.

 

This matter was reviewed by Deputy City Attorney Sarah E. Green on September 9, 2020, Deputy Finance Director Sandy Tsang-Palmer on September 14, 2020, and by Budget Management Officer Rhutu Amin Gharib on September 17, 2020.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP PD19-100 and award a contract concurrently is requested on October 6, 2020, to ensure the contract is in place expeditiously. 

 

FISCAL IMPACT

The total annual contract amount is not to exceed $700,000, of which $224,751 is budgeted and the remainder will be absorbed in the General Fund Group in the Police Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
