DISCUSSION
City Council approval is requested to enter into contract with Vital Medical Services, for providing jail inmate physician and relief nursing services, in an annual amount not to exceed $700,000, for a period of two years. Jail inmate physician and relief nursing services are necessary to comply with California Code of Regulations, Title 15, Article 11, Medical/Mental Health Care Services, which indicates the requirements and responsibilities for jail health care services, such as ensuring the provision of emergency and basic health care services are available to all inmates at all times.

The Request for Proposals (RFP) was posted on the City’s electronic bid system on December 5, 2019, and 28 potential proposers specializing in physician and nursing services were notified of the opportunity. Of those proposers, 26 downloaded the RFP via the City’s electronic bid system. The RFP document was made available by the Purchasing Division, located on the 6th floor of the City Hall, and the Division’s website at www.longbeach.gov/purchasing . The RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 35 local, minority-owned, and women-owned business groups.
