TITLE
Recommendation to authorize City Manager, or designee, to execute Facility Use Permits (FUP) with nonprofit social services agencies at the Multi-Service Center, for a period of five years, October 1, 2020 through September 30, 2025, with the option to renew for one additional five-year term, upon a determination by the City Manager that the permittees have fully complied with the terms and conditions of the FUP and are otherwise in good standing with the City. (Citywide)
DISCUSSION
The City of Long Beach Department of Health and Human Services, Homeless Services Division, oversees the Multi-Service Center (MSC), which serves as the centralized intake and assessment center for homeless services citywide. In addition to the Health and Human Services Department (Health Department), seven social service agencies occupy office space at the MSC to provide critical resources and housing linkages to Long Beach residents experiencing homelessness. Agencies utilizing space at the MSC are required to be nonprofit agencies and address a critical need at the local level. Space is provided based upon availability and priority need for the population served. All agencies must meet City insurance requirements. As per City requirements, the occupant agencies must execute a FUP with the City.
The FUPs will be for the term of five years and extended at the end of the term upon determination by the City that the permittees have fully complied with the terms and conditions of the FUP and are otherwise in good standing with the City.

TIMING CONSIDERATIONS
City Council action is requested on October 6, 2020, to execute the FUPs in a timely manner.
FISCAL IMPACT
FUPs are granted at no fee or charge to the agencies. The agencies utilizing space at the MSC are funded by the U.S. Department of Housing and Urban Development Continuum of Care grants. As lead operator, the City is responsible for annual utilities and facility costs currently estimated at $56,196. The annual expense is appropriated in the Health Fund Group in the Health and Human Services Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
