TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and all necessary documents, including any subsequent amendments, with the Long Beach Job Corps Center (LBJCC), to provide local law enforcement authority to enforce laws and conduct investigations on LBJCC premises, at 1903 Santa Fe Avenue, which are under federal jurisdiction, for the period of July 1, 2020 to June 30, 2021. DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into a Memorandum of Understanding (MOU) with Long Beach Job Corps Center (LBJCC) to provide LBPD the authority to enforce laws and conduct investigations on LBJCC premises.
In 1998, LBJCC began operations at 1903 Santa Fe Avenue. LBJCC provides career technical training and education programs for students ages 16 through 24. The campus is on federal property and under federal jurisdiction, meaning that only federal officers and agents can handle all investigations and cases. LBJCC and LBPD entered into a MOU in 2007 to provide local law enforcement authority to enforce laws, conduct investigations on the campus, and timely emergency response times.
LBJCC has requested the LBPD enter into a new MOU that will formalize changes as required by LBJCC and the federal government. The new MOU will be in effect July 1, 2020 through June 30, 2021, and is subject to annual review and amendment by all parties. Either party wishing to terminate this agreement must submit written notice to the other party 30 days prior to the intended termination date.

TIMING CONSIDERATIONS
City Council action is requested on September 15, 2020, to ensure the MOU is in place expeditiously.
