Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent amendments including amending the terms or changing the amount of the award, with The Nonprofit Partnership (TNP), to accept and expend grant funding in an amount up to $25,000, for collaboration support for the implementation of All Children Thrive Long Beach, for a 13-month period, beginning June 1, 2020 through June 30, 2021.  (Citywide)

 

DISCUSSION

The Early Childhood Education Program (ECEP) works to support families by providing information and services to help children in Long Beach reach their full potential and live in healthy and safe homes and communities. ECEP works closely with the Early Childhood Education Committee, early childhood education professionals, and various community stakeholders whose focused are children between the ages 0 to 5 years.

 

Within the ECEP is the All Children Thrive (ACT) Long Beach initiative. ACT works to identify what is required for children in Long Beach to thrive and realize their fullest potential, while supporting existing resources and closing gaps for children who are disproportionately affected by inequities. By adopting the Accountable Community of Health (ACH) framework to support its mission and vision, ACT tackles the root causes that have led to the striking disparities that exist across Long Beach. This framework has been vital to establishing ACT’s mission, vision, governance structure, community engagement model, and more. ACT receives some funding support through the California Accountable Communities for Health Initiative (CACHI). The City of Long Beach Department of Health and Human Services (Health Department) serves as the backbone organization of ACT and its Steering Committee.

 

The Best Start Central Long Beach grant, provided by The Nonprofit Partnership, will support the implementation of the following ACT Long Beach goals:

 

1.                     Increase the health of children at birth through age 8;

2.                     Improve children’s ability to learn successfully;

3.                     Ensure children grow in safe environments; and,

4.                     Support the social, emotional, and mental health needs of children and their families.

Funds will be used to cover the costs associated with a back to school drive up immunization event, a child abuse awareness intervention campaign, a community convening for the creation of the Portfolio of Interventions, administrative costs associated with collaboration support, and resident engagement. 

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on August 12, 2020 and by Revenue Management Officer Geraldine Alejo on August 21, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on September 8, 2020, to accept and expend the grant funding to provide these services in a timely manner.

 

FISCAL IMPACT

The City will receive funding in an amount up to $25,000 for a 13-month period, from June 1, 2020 through June 30, 2021.  Sufficient appropriation is currently budgeted in the Health Fund Group in the Health and Human Services Department.  No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
