TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary for the First Amendment to Project Labor Agreement (PLA) No. 33859 between the City of Long Beach and the Los Angeles/Orange Counties Building and Construction Trades Council, and the signatory Craft Councils and Local Unions, to extend the terms of the PLA from its expiration date of May 22, 2020 to December 31, 2020 or the effective date of a new Project Labor Agreement, whichever occurs first. DISCUSSION
On April 7, 2015, the City Council authorized the City Manager to execute a Citywide Project Labor Agreement (PLA) between the City of Long Beach, the Los Angeles/Orange Counties Building and Construction Trades Council (Building Trades Council), and the signatory Craft Councils and Local Unions signing the PLA for all covered projects over $500,000, for a period of five years. The PLA was fully executed on May 22, 2015 and expired on May 22, 2020.

Since that time, both parties have been engaged in discussions regarding the general terms and conditions for a new, Proposed PLA (Proposed PLA), which will be brought to the City Council for a study session later this year. Since the expiration of the current PLA, no Capital Improvement Projects (CIP) that would have been subject to the PLA terms have been bid by the City. Both parties wish to amend the current PLA to cover eligible CIPs that may be paid for by the City while negotiations are ongoing.

City Council approval is requested to authorize the City Manager to execute the First Amendment to the PLA to extend and cover the period between the PLA’s expiration on May 22, 2020 to December 31, 2020 or the effective date of the Proposed Agreement, whichever occurs first. All of the existing terms and conditions of the current PLA will remain in full force and effect.
