TITLE

Recommendation to adopt Plans and Specifications No. R-7042 and award a contract to R.J. Noble Company, of Orange, CA, for street improvements on Temple Avenue between Obispo Avenue and Spring Street, in the amount of $1,274,876, with a 10 percent contingency in the amount $127,488, for a total contract amount not to exceed $1,402,364; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments;

 

Authorize City Manager, or designee, to execute all documents necessary to enter into a Memorandum of Understanding, including any subsequent amendments, with the City of Signal Hill, for administration and cost-sharing of the street improvements on Temple Avenue between Obispo Avenue and Spring Street, contained within City of Signal Hill jurisdiction, in the amount of $399,000;

 

Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $399,000, offset by reimbursement funds from the City of Signal Hill;

 

Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $399,000, offset by transfer of City of Signal Hill reimbursement funds from the Capital Projects Grant Fund; and

 

Accept Categorical Exemption CE-15-097.  (District 5)

 

DISCUSSION

City Council approval is requested to enter into a contract with R.J. Noble Company (R.J. Noble), to provide construction services for street improvements on Temple Avenue. (Attachment A).  City Council approval is also requested to enter in a Memorandum of Understanding (MOU) with the City of Signal Hill for administration and cost-sharing for street improvements on Temple Avenue.  

 

The rehabilitation work consists of roadway improvements on Temple Avenue, which include concrete work, pavement rehabilitation, and construction of a Class IV bikeway. The Class IV bikeway will provide a bikeway separated from vehicular traffic for connectivity to local Long Beach activity centers as included in the City’s approved Bicycle Master Plan.  The rehabilitation work also includes improvements within the City of Signal Hill right-of-way.  The City of Signal Hill will share the cost of construction in an amount not to exceed $399,000, as calculated based on the proposed improvements to be completed within the City of Signal Hill. 

 

The bid was advertised in the Long Beach Press-Telegram on January 17, 2020, and 335 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 37 downloaded the bid documents via the City’s electronic bid system. The specifications were made available on the Purchasing Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. Five bids were received on February 11, 2020.  Of those five bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprises (SBEs), and one was a Long Beach business (local).  R.J. Noble was the lowest responsive and responsible bidder.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on July 1, 2020, Deputy Finance Director Sandy Tsang-Palmer on June 29, 2020, and by Budget Analysis Officer Julissa José-Murray on July 16, 2020.

 

SUSTAINABILITY/ENVIRONMENTAL

 

Approximately 5,200 tons of asphalt will be removed and recycled as part of this project.  Asphalt being used for resurfacing will contain up to 20 percent recycled material.  Additionally, 410 tons of road base made from recycled concrete, rock, sand, and asphalt will be used to help divert materials from landfills.  This project will construct bikeways on Temple Avenue and encourage bicycle use by providing a safer alternate travel environment resulting in less vehicle usage and reduction of air pollution.

 

In conformance with the California Environmental Quality Act, Categorical Exemption CE-15-097 was issued for this project (Attachment B).

 

COMPLETE STREETS ASSESSMENT

 

Pursuant to Assembly Bill 1358 (the California Complete Streets Act), and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City conducts a complete streets assessment for all roadway construction projects.  The subject project site is zoned for medium industrial.  This infrastructure encourages the use of multi-modes of transportation by motorists, bicyclists, public transit passengers, and pedestrians of all ages and abilities.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7042, award a construction contract, and execute an MOU with the City of Signal Hill is requested on August 4, 2020, to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The total project cost is estimated at $2,099,000, which includes the contract award amount of $1,402,364, contingency, and the costs for design, construction, construction management, labor compliance, and project oversight. This total project cost is supported by $300,000 in State Gas Tax funds and $1,400,000, in Federal MAP-21 funds, currently appropriated in the Capital Projects Fund Group in the Public Works Department. The cost-sharing from the City of Signal Hill is $399,000.  An appropriation increase in the amount of $798,000 is requested in the Capital Projects Fund Group in the Public Works Department. Of this amount $399,000 will be offset with reimbursement revenues received from the City of Signal Hill. The remaining $399,000 is a technical appropriation to allow for the transfer of City of Signal funds from the Capital Projects Grant Fund, a fund within the Capital Projects Fund Group. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  Approval of this recommendation will provide continued support to our local economy.  The number of additional local jobs created by this project will not be known until the contractors complete their hiring and construction has commenced.
