TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents including subsequent amendments, with the Los Angeles County Registrar-Recorder/County Clerk, for the installation of Vote Center Facility Drop Boxes at various City facilities for a period of five years. (Citywide)

DISCUSSION
City Council approval is requested to enter into an agreement with the Los Angeles County Registrar-Recorder/County Clerk (LARRCC), for the November 3, 2020 General Municipal Election, to install the drop-off locations for voter accessibility and convenience.

Drop-off locations are determined by the county elections official and in working with the City Clerk’s Office. In determining locations, the elections official shall, at a minimum, consider concentrations of population, geographic areas, voter convenience, proximity to public transportation, community-based locations, security, and available funding.

Staffed drop box locations may include, but are not limited to, city offices, public libraries, county offices, assisted living facilities, local businesses, and offices of community organizations.

There are 16 drop box locations selected and Vote Center Facility Drop Boxes will be installed across the City of Long Beach at each of these locations. (See Attachment A) Voters will now have access to 24-Hour drop boxes at participating locations across the County.

This matter was reviewed by Deputy City Attorney Amy Webber on July 27, 2020 and by Budget Management Officer Rhutu Amin Gharib on July 27, 2020.

TIMING CONSIDERATIONS
City Council action is requested on August 4, 2020, to allow LARRCC to begin installing the 24-Hour drop boxes at various City facilities.

FISCAL IMPACT
There is no fiscal impact related to the approval of the agreements with LARRCC. Drop boxes will be installed and maintained by the LARRCC at no cost to the City. This recommendation has no staffing impact beyond the normal budgeted scop...
