TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment, and all necessary documents including any subsequent amendments, with the Board of State and Community Corrections, for mental health training for detention personnel, to extend the term of the grant through September 30, 2021. (Citywide)
DISCUSSION
On April 21, 2020, the City Council approved to receive and expend grant funding for mental health training for detention personnel as awarded by the Board of State and Community Corrections (BSCC). The original grant award was for a funding period of May 1, 2019 to September 30, 2020. Due to the onset of COVID-19 and the cancellation of many in-person mental health training opportunities, the BSCC has extended the grant term from September 30, 2020 to September 30, 2021. City Council approval is requested for the Long Beach Police Department (LBPD) to execute a grant amendment to extend the funding period through September 30, 2021. The grant award amount will remain at $15,660 as was originally awarded.
The grant program provides funds for a statewide mental health training initiative to provide critical training to detention personnel. Detention personnel assigned to work at the LBPD Jail participate in the BSCC Standards and Training for Corrections (STC) program and are qualified to receive mental health-related training funded by the BSCC grant. This grant may also be used for STC-certified training. The grant may fund online training, single classes or multiple courses, that include content such as signs and symptoms of mental illness, substance use disorder, trauma informed care, stigma and bias, crisis intervention, de-escalation techniques, suicide prevention, as well as other mental health-related content.
