TITLE

Recommendation to authorize City Manager, or designee, to execute all necessary documents to amend Contract No. 34275 with Los Cerritos Wetlands Stewardship, Inc., of Long Beach, CA, for the maintenance and management of environmentally sensitive areas, to increase the contract amount by $596,662, with a 15 percent contingency of $89,499, for a revised total amount not to exceed $2,547,094, and extend the term of the contract to June 30, 2021.  (Districts 2,3)

DISCUSSION

City Council approval is requested to amend Contract No. 34275 with Los Cerritos Wetlands Stewardship, Inc. (LCWS), to increase the contract amount by $686,161 inclusive of a 15 percent contingency, to continue to provide maintenance and management of environmentally sensitive areas for the Parks, Recreation and Marine Department (PRM), and extend the term of the contract through June 30, 2021, to allow for the completion of the procurement process and transition to a new contract due to delays associated with the COVID-19 response.

LCWS will provide essential cleaning, debris removal, and green enhancements for the following covered areas:

                     Golden Shore Marine Biological Reserve

                     Jack Dunster Biological Reserve

                     Colorado Lagoon

                     Rainbow Lagoon

                     Rainbow Harbor

                     Sims Pond

                     Marine Stadium

                     Bluff Park Slopes

                     Bixby Annex Slopes

                     Appian Way planters

                     Tidelands Capital Projects as needed

The scope of services and requirements for the covered areas are considered to be environmentally sensitive due to their proximity to wetlands, intertidal waterways and/or coastal areas, requiring a highly specialized and comprehensive type of maintenance, including maintenance of grounds and landscape, and bodies of water, including aquatic weed management, pond and culvert maintenance, and the capture and removal of waterborne debris.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on May 13, 2020, Deputy Finance Director Sandy Tsang-Palmer on May 8, 2020, and by Revenue Management Officer Geraldine Alejo on May 15, 2020.

TIMING CONSIDERATIONS

City Council action is requested on the June 2, 2020, to ensure there are no interruption of services.

FISCAL IMPACT

The recommended action increases the contract amount by $686,161, for a revised total amount not to exceed $2,547,094, for the period ending June 30, 2021. Of the contract increase, $586,161 is budgeted in the Tidelands Operating Fund Group and the General Fund Group in the Parks, Recreation and Marine Department, and $100,000 is budgeted in the Tidelands Operating Fund Group in the Public Works Department.
