TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into an agreement, including any necessary documents, amendments, or subcontracts, with The Children’s Clinic, Serving Children and Their Families, to accept and expend grant funding in an annual amount of $100,000, for the Mental Health Services Act Innovation 2 (INN2): Developing Trauma Resilient Communities Through Community Capacity Building Project, for a two-year period estimated to begin in July 2020, with the option to extend the agreement for three additional one-year periods, at the discretion of the City Manager; and
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $130,000, offset by grant revenue. (Citywide)
DISCUSSION
The Long Beach Health and Human Services Department (Health Department) seeks to facilitate citywide efforts that leverage resources, skills, and accomplishments to improve population health. Funding from The Children's Clinic, Serving Children and Their Families (TCC) for the Mental Health Services Act (MHSA) Innovation (INN) 2: Developing Trauma Resilient Communities through Community Capacity Building Project will support the ongoing work of the Trauma and Resiliency-Informed Long Beach (TRI LB) Initiative.
The grant funds will support the role of the TRI LB Project Coordinator to: (1) lead and facilitate community and collaborative partnerships (i.e., the TRI LB Advisory Committee) that strengthens trauma and resiliency-informed approaches to improve mental health and social wellbeing outcomes within and throughout Long Beach; (2) facilitate and co-design capacity building, focus groups, and quarterly event opportunities in alignment with the TRI LB Advisory Committee and INN 2 Family Partnership; and, (3) provide strategic direction on trauma and resiliency-informed approaches to the City as well as document lessons learned. The funding will support the grant goals to strengthen family protective factors and reduce intergenerational violence. This funding will also provide incentives to program participants within our impacted communities.
The Health Department currently serves as the backbone entity coordinating citywide trauma and resiliency efforts to increase knowledge of best practices and enhancing cross-system collaboration to respond to communities impacted by persistent trauma. This grant will support the capacity building of community members and service providers in Long Beach.

TIMING CONSIDERATIONS
City Council action is requested on June 2, 2020, to commence the program as soon as possible.
FISCAL IMPACT
The City will receive grant funding in the amount of $200,000 for a two-year period estimated to begin July 2020. An appropriation increase in the amount of $130,000 is requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. The remaining $70,000 of the grant award is currently appropriated in the Health Fund Group in the Health and Human Services Department. There is no City match or in-kind service mandate required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
