TITLE
Recommendation to approve the conversion of Cerritos Avenue between 3rd Street and 4th Street, and Bonito Avenue between
3rd Street and 4th Street to one-way streets, and request City Attorney to prepare the required amendment to Section 10.14.020 of the Long Beach Municipal Code adding the following new subsection:
 
"(Southbound) Cerritos Avenue between 3rd Street and 4th Street"
"(Northbound) Bonito Avenue between 3rd Street and 4th Street," and
 
Adopt resolution authorizing installation of angled parking on the east side of Cerritos Avenue between 3rd Street and 4th Street and the west side of Bonito Avenue between 3rd Street and 4th Street.  (District 2)
 
DISCUSSION
The Department of Public Works received a request from the Second City Council District Office to evaluate the segments of Cerritos Avenue and Bonito Avenue between 3rd Street and 4th Street for the possible conversion to angled parking. Both streets are located in the Alamitos Beach parking-impacted neighborhood and are already provided with angled parking from Ocean Boulevard through 3rd Street. Through an engineering evaluation, it was determined that both the east side of Cerritos Avenue and the west side of Bonito Avenue, between 3rd Street and 4th Street were viable candidate locations for conversion from parallel parking to angled parking. The locations of these street segments identified for angled parking are shown on the attached vicinity map labeled Exhibit A.
 
Based on preliminary angled parking layout plans designed by Traffic Engineering Division staff, it was estimated that a total of 19 additional spaces could be provided through the implementation of angled parking on both street segments of Cerritos Avenue and Bonito Avenue. In addition, the City Traffic Engineer has determined that the installation of angled parking on these street segments would have no adverse impacts on traffic circulation, safety, and the provision of public services. In order to install the angled parking, these two street segments will need to be converted to oneway streets. A map showing the proposed locations has been attached as Exhibit B.
An investigation conducted by the Traffic Engineering Division concluded that the conversion of both Cerritos Avenue and Bonito Avenue between 3rd Street and 4th Street to one-way traffic would enhance safety, and improve neighborhood access, and serve as one-way couplets operating in opposite directions. Furthermore, this conversion would add consistency to the neighborhood traffic flows since both streets are one-way south of 3rd Street. The new one-way configuration would have no significant adverse impacts on traffic circulation in the area. The Police Department, Fire Department and the Environmental Services Bureau were contacted about the oneway proposal and no adverse impacts on emergency response or the provision of public services were indicated.
 
The Traffic Engineering Division mailed notices containing the proposed parking layout plans and the corresponding conversion to a one-way street to all of the impacted properties on the two street segments. In addition, two community meetings have been held where residents were able to voice their opinions about the proposed angled parking and directional conversion. In general, the opinions expressed by residents attending the meetings, as well as direct contacts to the City, have been in support of the proposal.
 
This letter was reviewed by Deputy City Attorney Amy Burton on July 15, 2009, and by Budget and Performance Management Bureau Manager David Wodynski on July 15, 2009.
 
TIMING CONSIDERATIONS
City Council action on this item is not time critical.
 
FISCAL IMPACT
The cost of materials and installation of the angled parking spaces on the aforementioned limits of Cerritos Avenue and Bonito Avenue, as well as the conversion to one-way streets, is estimated at $9,000. Sufficient funds are budgeted in the Capital Improvement Program in the Gas Tax Street Improvement Fund (SR 181) in the Department of Public Works (PW) to support this activity. The funding sources are previously appropriated FY 06 Gas Tax monies set aside for parking mitigation projects.
