TITLE
Recommendation to adopt Plans and Specifications No. R-6786 for the Temple Avenue Bridge Repair between 29th Street and Spring Street, and authorize City Manager to award the contract to Peterson-Chase General Engineering Construction, Incorporated, in an estimated amount of $1,150,000 plus a 25 percent contingency of $287,500, if necessary and if funding is available.  (District 5)
 
DISCUSSION
Two City-owned corrugated metal storm drain pipes were installed in 1961 within the Temple Avenue Bridge over the San Diego Freeway when the freeway was constructed. The purpose was to convey storm flows northerly across the freeway to a storm drain system located in Spring Street. During a recent bridge inspection, Caltrans noticed evidence of water damage to the bridge structure and, after further investigation, determined that these City-owned storm pipes had deteriorated and needed to be immediately replaced to prevent further water damage to the bridge structure. The bridge was subsequently closed to traffic and an emergency contract was issued to install two temporary 42-inch pipes across the top of the bridge until plans were prepared and a contract bid for the permanent replacement of these deteriorated pipes.
 
The plans for permanent replacement have been completed and bids have been received. Work will consist of removing the old deteriorated metal pipes from within the bridge structure and installing two new 42-inch pipes within a separate section of the bridge. Once this work is completed, the temporary pipes located on top of the structure will be removed and traffic circulation restored. The contract requires that all work be coordinated with Caltrans and the City of Signal Hill.
 
City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bid on May 15, 2009, and bids were opened on June 17, 2009. Information regarding the Peterson-Chase Construction Company is provided on the attached contract awards document.
 
This matter was reviewed by Deputy City Attorney Linda Trang on July 1 0, 2009, and by Budget and Performance Management Bureau Manager David Wodynski on July 8, 2009.
 
SUSTAINIBILITY
 
The contractor will be required to re-use as much of the existing temporary pipe as possible thereby reducing the waste materials generated by the project. Once the project is completed and the bridge re-opens to traffic, air pollution caused by the current diversion of traffic will be reduced.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on August 4, 2009, to authorize commencement of this Public Works project. Construction is projected to begin in October 2009 and should take approximately 60 working days.
 
FISCAL IMPACT
The contract award is for an estimated amount of $1,150,000 plus a 25 percent contingency of $287,500, if necessary and if funds are available. Sufficient funds to cover the contract are budgeted in the Gas Tax Street Improvement Fund (SR 181) in the Department of Public Works (PW). The funding sources are previously appropriated FY 08 Gas Tax and Proposition 42 monies set aside for this emergency repair work as well as a $30,000 contribution by the City of Signal Hill. An appropriation request will be made upon receipt of the Signal Hill contribution.
