Two City-owned corrugated metal storm drain pipes were installed in 1961 within the Temple Avenue Bridge over the San Diego Freeway when the freeway was constructed. The purpose was to convey storm flows northerly across the freeway to a storm drain system located in Spring Street. During a recent bridge inspection, Caltrans noticed evidence of water damage to the bridge structure and, after further investigation, determined that these City-owned storm pipes had deteriorated and needed to be immediately replaced to prevent further water damage to the bridge structure.
