TITLE
Recommendation to adopt resolution authorizing the application for the fifteenth cycle of the Used Motor Oil Block Grant and Implementation, authorize City Manager, or designee, to accept the grant funds and execute all documents necessary to implement the purposes of the Grant. (Citywide)

DISCUSSION
The California Integrated Waste Management Board (CIWMB) provides block grants to local jurisdictions to promote the collection and recycling of used motor oil and used motor oil filters. This will be the City's fifteenth Used Motor Oil Block Grant (Grant). The CIWMB requires a resolution of the City Council authorizing the grant application. The attached resolution also authorizes the City Manager, or designee, to execute all necessary documents to carry out the purposes of the grant.

The State of California allocates funds to each jurisdiction annually, but due to the continuing financial crisis in California, funds have been reduced approximately 40 percent from previous years, which will be reflected in the amount granted to the City.
The fifteenth cycle Grant amounts are awarded on a per capita basis from a fund of about $6 million. The grant period runs from July 1, 2009 through June 30, 2012.

The City uses these funds to promote used oil recycling by offering curbside motor oil collection, as well as utilizing various advertising and media outlets such as newspaper advertisements, brochures, refuse truck signs and unique marketing materials distributed at Citywide events. This year, grant activities will continue to support these same efforts.

TIMING CONSIDERATIONS
City Council action is requested on August 4, 2009, in order to submit the grant application to CIWMB before the August 31,2009, deadline.
