TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35258 with SiteOne Landscape Supply, of Cleveland, OH, and Contract No. 35216 with American Landscape, Inc., of Canoga Park, CA, for the supply and installation of Calsense irrigation controller upgrades, to increase the aggregate contract amount by $484,004, for a revised total aggregate contract amount not to exceed $2,074,101. (Citywide)
DISCUSSION
On April 16, 2019, the City Council approved awarding contracts to SiteOne Landscape Supply and American Landscape, Inc., to purchase and install Calsense irrigation controller upgrades in the aggregate amount of $1,590,097. These contracts allowed for the supply and installation of 107 irrigation controllers and related parts for 37 parks. These controllers replaced the antiquated irrigation controllers with a new, centrally-managed system. The Calsense irrigation controllers contain technology that records water usage in real time and allows for remote, electronic management of water distribution, which permits operation based upon environmental conditions, as well as with plant need. In 2017, a pilot project to upgrade and replace 14 controllers was completed. Since that time, approximately 35 additional controllers have been installed through new Capital Improvement Plan projects and renovations.
The request for an increased contract amount is needed to supply and install an additional 39 controllers within 35 parks. This will complete the citywide project of creating an efficient, data-driven process that allows the Parks, Recreation and Marine Department to maximize water use and minimize waste.
This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on April 13, 2020, Deputy Finance Director Sandy Tsang-Palmer on April 10, 2020, and by Revenue Management Officer Geraldine Alejo on April 21, 2020.
TIMING CONSIDERATIONS
City Council action is requested on May 5, 2020, to ensure contract amendments are in place expeditiously.
FISCAL IMPACT
The revised total aggregate contract amount will not exceed $2,074,101. The contract increase of $484,004 is supported with $389,004 currently budgeted in the Capital Projects Fund Group in the Parks, Recreation and Marine Department and $95,000 from anticipated rebate revenue from the Long Beach Water Department and the Metropolitan Water District of Southern California’s SoCal WaterSmart program. If needed, the Parks, Recreation and Marine Department will return to the City Council to request an appropriation increase, offset by rebate revenue received. Any work not currently budgeted will only proceed at such time that funding has been verified and appropriations have been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. These contracts will continue to provide continued support to our local economy by assisting in the preservation of ten full-time employees residing within Long Beach.
