TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment to Right-of-Entry Permit No. P-00036, and any related documents, with AECOM Technical Services, Inc., a Delaware corporation, and/or its agents, for a term of two years, from May 1, 2020 to April 30, 2022, with three additional one-year options to renew the Permit through April 30, 2025. (District 7)
DISCUSSION
On May 12, 2015, City Council authorized the City Manager to execute Right-of-Entry Permit No. P-00036 (Permit) to AECOM Technical Services, Inc. (AECOM), to drill soil vapor sampling wells in Baker Street Mini-Park and Wrigley Heights Dog Park (Parks) through April 30, 2020. AECOM’s request for the Permit was in response to a Cleanup Abatement Order issued by the Los Angeles Regional Water Quality Control Board for privately-owned property adjacent to City of Long Beach (City) parks. As the term of the Permit expired on April 30, 2020, and AECOM is requesting a permit extension to continue to monitor the soil vapor sampling wells located in the Parks.
City Council action is requested to extend the term of Right-of-Entry Permit No. P-00036 for two years, from May 1, 2020 to April 30, 2022, with three, one-year options to renew the Permit through April 30, 2025.
This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on April 6, 2020 and by Revenue Management Officer Geraldine Alejo on April 12, 2020.
TIMING CONSIDERATIONS
City Council action is requested on May 5, 2020, to allow AECOM to continue monitoring soil vapor sampling wells located in City parks.
FISCAL IMPACT
This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no fiscal or job impact associated with this recommendation.
