Increase appropriations in the General Capital Projects Fund Group in the Public Works Department by $224,400, offset by Proposition A transportation funds and the Refuse/Recycling Fund Group. (Citywide)

DISCUSSION
In 1998, the City Council established the Downtown Long Beach Property and Business Improvement District (DLBPBID) for an initial period of five years, and subsequently extended the DLBPBID for two, ten-year periods, with the current term in effect through 2022. Under the approved DLBPBID Management Plan, DLBA is named to carry out certain upkeep operations in the Downtown area.

Starting in 2013, DLBA has provided enhanced services in the 1st Street Transit Mall over and above those listed in the DLBPBID Management Plan, and is reimbursed with Proposition A transportation funds and by the Refuse/Recycling Fund Group. This additional service has been necessary to maintain a clean and safe Downtown area.

Since 2013, the cost for these additional services has increased, and now exceeds the informal Purchasing threshold. Therefore, it is now necessary to obtain City Council approval to execute an MOU to cover the cost of these services.

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on February 27, 2020 and by Budget Analysis Officer Julissa José-Murray on March 6, 2020.

TIMING CONSIDERATIONS
City Council action is requested on April 14, 2020, to allow these services to continue.
