Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary amendments, with Cardinal Point Captains, Inc., of San Diego, CA, for furnishing a Triton Mobile Communication and Command Platform, in the amount of $441,877, with a 10 percent contingency in the amount of $44,188, for a total contract amount not to exceed $486,064. DISCUSSION
City Council approval is requested to enter into a contract with Cardinal Point Captains, Inc., for the purchase of a Triton Mobile Communication and Command Platform (System).
The Long Beach Police Department (LBPD) Port Police Division (PPD) is responsible for providing law enforcement and homeland security services for the Port of Long Beach. PPD relies on mobile communication and command platforms (System) as part of its Incident Command Structure, which are used during critical emergency incidents as well as homeland security efforts. This equipment provides PPD with the ability to collect and disseminate operational data from maritime operation sites where cell phone and internet access are non-existent. Through this System, data from inaccessible marine sites can be transmitted to remote hubs located on the shore where it can be directed to a land-based command post. This System will support the data transmission of multiple formats, which are critical to law enforcement and port-related homeland security operations. The System also supports data transmission from underwater operations and allows supervising law enforcement personnel located on the shore to make decisions during critical maritime incidents.
A competitive procurement process for the purchase of the System is not feasible due to the proprietary nature of the equipment.
