DISCUSSION
The Seal Beach Yacht Club (SBYC) promotes the sport of sailing, and is directly involved with several Southern California sailboat races that bring together the sailing community from Santa Barbara to the Mexican border. In an effort to further generate attention, and interest, for boating and sailing, the SBYC will hold an open house for its members, guests, coaches, family, and friends.

The SBYC has requested that docking fees be waived for visiting vessels, in an amount not to exceed $500, which will cover three slip spaces near the yacht club in the Alamitos Bay Marina from March 20 through March 22, 2020. These slips will be used during the open house to dock members’ boats, in to bring guests onboard for a tour. This event will help to attract new visitors and guests, which brings attention to sailing and marinas in the City of Long Beach. Additional membership in the yacht club could help generate additional revenue to local businesses such as restaurants, grocery stores, boating supplies stores, and other retail establishments. These benefits outweigh the revenue loss resulting from the waived dock fees. This event is consistent with the Parks, Recreation and Marine Department’s partnering policy to support organizations that provide a service to the community and its residents by promoting the Long Beach marinas.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on February 20, 2020 and by Revenue Management Officer Geraldine Alejo on February 26, 2020.
