TITLE

Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary amendments, with MobilityCloud, Inc., of New York, NY, for the one-time purchase of 500 BikeShare pedal bicycles, in a total amount not to exceed $225,000.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with MobilityCloud, Inc. (formerly Social Bicycles, Inc.), for the purchase of 500 Social Bicycles pedal bikes to be added to the Long Beach BikeShare Program (Program).

 

The Long Beach BikeShare Program launched in March 2016 and has steadily grown in popularity, with over 40,000 members currently using the existing system.  As popularity grows, the need to purchase new equipment and expand the Program is necessary. MobilityCloud, Inc., currently has 500 new bicycles that were acquired as a part of their transition from Social Bicycles, Inc. to MobilityCloud, Inc., MobilityCloud, Inc., has offered to sell 500 bicycles to the City at 60 percent discount off of the market rate.  The bicycles are new versions of the existing Program bicycles, and unlike other pedal bicycles, are already compatible with the current system.

 

MobilityCloud, Inc., currently operates the backend system of the Program. It is critical that bicycles purchased for the Program are compatible with the existing system.  Currently, Social Bicycles equipment is the only bicycle supported on the existing Program platform.  It is cost-effective and efficient to purchase the significantly discounted bikes from MobilityCloud, Inc., to double the City’s Program fleet with limited upfront maintenance or downtime due to integration.

 

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on February 24, 2020, Purchasing Agent Tara Yeats on February 26, 2020, and by Budget Analysis Officer Julissa José-Murray on February 27, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on March 17, 2020, to expand the City’s BikeShare operations without interruption to service.

 

FISCAL IMPACT

The total cost of this contract will not exceed $225,000.  Costs are supported by Proposition A transportation funds.  Sufficient funds are appropriated in the Capital Projects Fund Group in the Public Works Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
