Recommendation to authorize City Manager, or designee, to execute an amendment to Agreement No. 34467 with AECOM Technical Services, Inc., of Long Beach, CA, to prepare a detailed design plan to control Davenport Park landfill gas emissions, increasing the contract amount by $160,000, for a new contract amount not to exceed $1,782,380. (Citywide)
DISCUSSION
City Council approval is requested to amend Agreement No. 34467 for groundwater monitoring, reporting, and remediation services with AECOM Technical Services, Inc. (AECOM), to add the Davenport Park (Park) landfill gas project. AECOM has been asked to create a workplan for landfill gas monitoring infrastructure development to reduce methane gas levels in the Park. The cost for the monitoring plan, remediation work plan, and detailed design work is estimated at $160,000.
AECOM has been working with the Fleet Services Bureau for the last four years, providing services for former City Fuel Sites 7, 10, 11, and 17. A Resolution was adopted by the City Council on September 13, 2016, authorizing a contract with AECOM to monitor and report groundwater contaminants, as ordered by the Los Angeles Regional Water Quality Control Board (LARWQCB) to accelerate removal of groundwater contaminants. Accelerated contaminant removal is progressing well and is expected to be completed by September 30, 2021.
On March 28, 2019, the Los Angeles County Department of Public Health (County) submitted an inspection report stating that one of the Park’s vapor monitoring sensors was detecting methane levels above the allowable threshold and asked the City to submit a Landfill Gas Control System Workplan to protect public health, safety, and the environment. The Fleet Services Bureau requested AECOM to implement a monitoring program to begin collecting landfill gas samples for two quarters to create a baseline measurement for various gas detection sensors. Once the baseline was established, AECOM developed a landfill gas control work plan to include infrastructure for continuous monitoring, gas collection and waste disposal. The County approved these plans on December 4, 2019. Continued monitoring of the groundwater and landfill gasses is currently underway.
The Fleet Services Bureau will continue to work with AECOM to ensure ongoing monitoring and compliance with LARWQCB for the Park, and a detailed landfill gas control design plan will be submitted to the County prior to its April 15, 2020 deadline. Once the design is approved by the County, the construction portion of this project will be managed by the City’s Department of Public Works (Public Works) to ensure the landfill gas control system is congruously coordinated with Phase II of Davenport Park construction. Public Works will request City Council authorization for the Phase II construction portion separately.

TIMING CONSIDERATIONS
City Council action is requested on March 17, 2020, to ensure a contract amendment is in place expeditiously.
FISCAL IMPACT
The total cost of the contract amendment will not exceed $160,000. On February 18, 2020, as part of the Fiscal Year 2019 Year-End Budget Performance Report, the City Council approved the staff recommendation to set aside funds to support necessary environmental remediation at Davenport Park. A request to appropriate these funds is included in the Fiscal Year 2020 first departmental and fund budget appropriation adjustment. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Award of this contract amendment will provide continued support to our local economy by assisting in the preservation of employment for 69 full-time employees residing in Long Beach.
