Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34352 with United Storm Water, Inc., of City of Industry, CA, for routine storm drain maintenance and repair, to increase the contract amount by $1,269,045, for a total amount not to exceed $3,359,045.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 34352 with United Storm Water, Inc. (USW), by increasing the contract amount by $1,269,045, for routine storm drain maintenance and repair, as well as assistance with statewide mandated water quality improvements and to exercise one of the two additional one-year contract periods at an additional $345,000.  The total four-year contract amount with USW will increase from $2,090,000 to $3,359,045.

 

On August 2, 2016, the City Council adopted Specifications No. RFP PW16-131 and awarded a contract to USW to provide routine maintenance and repair services to the City’s storm drains, in an annual amount of $345,000 for a period of three years with the option to renew for two additional one-year periods. On May 23, 2017, the City Council authorized an amendment to Contract No. 34352 with USW to increase the contractual authority by $710,000, for a revised total three-year contract amount not to exceed $1,745,000, to cover one-time costs associated with emergency storm calls that took place December 2016 to February 2017, and the preparation work done for pump station rehabilitation as recommended by a 2015 assessment study.

 

The storm drain system must be regularly maintained to minimize flooding during storm events, thereby protecting property from damage and providing for the general safety, health, and welfare of Long Beach residents.  Additionally, the City’s municipal storm drain system is required to be maintained regularly to reduce bacteria and pollutants in storm water runoff into the Los Angeles River.

 

Of the requested $1,269,045 additional contract authority, $592,245 will cover work required by the State Water Board’s Trash Amendment, Resolution No. 2015-0019, to install, operate, and maintain full trash capture systems in drains that capture runoff from priority land uses/facilities/sites.  In 2019, approximately 600 full trash capture devices were installed in catch basins throughout Long Beach, with an additional 550 planned for installation in 2020.  The remaining $676,800 will be used to restore contract authority utilized for prior emergency storm calls to ensure there is an adequate amount for future emergency storm work, and to continue the preparation work being done for pump station rehabilitation.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on February 18, 2020, Purchasing Agent Tara Yeats on February 25, 2020, and by Budget Analysis Officer Julissa José-Murray on February 25, 2020.

                              

TIMING CONSIDERATIONS

City Council action is requested on March 10, 2020, to ensure continuity of routine storm drain maintenance and for 2020 installation of the full trash capture systems.

 

FISCAL IMPACT

The recommended action exercises one of the two additional one-year contract periods at an additional $345,000 and increases the contract authority by an additional $1,269,045, for a revised contract amount not to exceed $3,359,045.  Sufficient funds to support the additional contract authority are appropriated in the General Fund Group and the Capital Projects Fund Group in the Public Works Department.  This action is anticipated to have minimal impact on staff hours beyond normal budgeted scope of duties and is consistent with existing City Council priorities.  The recommendation will provide continued support to our local economy by assisting in the preservation of employment for six Long Beach residents.
