Recommendation to authorize City Manager, or designee, to amend Contract No. 35241 with Pedal Movement, LLC, of Long Beach, CA, for operation and maintenance of the expanded BikeShare Program increasing the contract amount by $615,000, with a 15 percent contingency in the amount of $92,250, for revised total contract amount not to exceed $2,117,892.  (Citywide)

 

DISCUSSION

City Council approval is requested to increase the contract amount of Contract No. 35241 with Pedal Movement, LLC, by $615,000, with a 15 percent contingency in the amount of $92,250, for a revised total contract amount not to exceed $2,117,892.  On January 22, 2019, the City Council approved a contract with Pedal Movement, for operation and maintenance of the City’s BikeShare Program (Program), for an amount not to exceed $1,410,642, for two years with the option to renew for three additional one-year periods.

 

The existing Program launched in March 2016 and has continued to grow in popularity and currently has over 40,000 members.  In November 2019, the Program area expanded to operate citywide.  To prepare for the upcoming growth of the Program and the incorporation of electric bikes, additional staff and resources are necessary for Pedal Movement to properly operate and maintain the nearly doubled in size bicycle fleet.  Additional resources will expand the existing network of 470 pedal bikes to a new combined total of 1,200 pedal and electric bicycles.

 

Due to the migration of Long Beach’s legacy software licensing for the Program to MobilityCloud, Inc., Uber, the previous owner of the proprietary legacy software, will no longer provide BikeShare customer support and call center operations, making it necessary for Pedal Movement to take over this function immediately.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on January 27, 2020, Purchasing Agent Tara Yeats on January 28, 2020, and by Budget Analysis Officer Julissa José-Murray on January 29, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on February 18, 2020, to proceed with the expansion of the BikeShare system and avoid system interruptions due to customer support and call center operations migration.

 

FISCAL IMPACT

The requested action will increase the contract authority by $707,250, for a revised total annual contract amount not to exceed $2,117,892. Sufficient Proposition A transportation funds to cover this contract increase is budgeted in the Capital Projects Fund Group in the Public Works Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
