TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the Trustees of the California State University, on behalf of the California State University, Long Beach, Center for Community Engagement, to allow for the placement of Service Learning Program students to participate in the City of Long Beach 2020 Census efforts from the approximate period of February 19, 2020 through May 31, 2020.  (Citywide)

 

DISCUSSION

The City of Long Beach (City) has engaged citywide partners, through the Complete Count Committee, to ensure full participation of Long Beach residents in the 2020 Census. A complete count of all Long Beach residents is critical to ensure accurate political representation across all levels of government, and to secure a fair share of the over $900 billion in federal dollars that are distributed across the country for Long Beach residents.

 

Staff proposes to enter into an agreement with the California State University, Long Beach (CSULB), to allow CSULB Service Learning Program students to be placed at various City host sites and events identified and approved by site supervisors during the term of the agreement. This partnership will combine classroom instruction with meaningful community service, giving students real-world learning experiences that enhance their academic learning while providing a tangible benefit for the community through a complete 2020 Census count.

To place the students, CSULB requires that partners complete the CSULB Service-Learning Agreement, which outlines mutual responsibilities for both the City and CSULB, to ensure partnership goals are met.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on February 7, 2020 and by Budget Management Officer Rhutu Amin Gharib on February 10, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on February 18, 2020, to ensure placements prior to the initiation of on-the-ground census efforts.

 

FISCAL IMPACT

There is no direct fiscal impact associated with this recommendation. It is expected that CSULB, Center for Community Engagement, will incur a direct fiscal impact for the internal administration of the Service Learning Program. Indirect costs associated with the proposed partnership may include the cost of Service Learning students supervision and program support, which will be absorbed by 2020 Census funding. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
