DISCUSSION
City Council approval is requested to authorize the City Manager, or designee, to amend Contract No. 33938 with HDR Engineering, Inc., for engineering and architectural design services for the Shoemaker Bridge Replacement Project.

The existing Shoemaker Bridge was built in 1954 and has structural and operational deficiencies. The Shoemaker Bridge Replacement Project (Project) replaces the existing bridge to improve safety and operation. It will also serve as an important connection between Downtown Long Beach and the I-710 freeway, and will realign local street connections in the area to create new functional park space. The Project is an early action project (EAP) of the I-710 Corridor Project and is compatible with the planned freeway improvements.

Los Angeles County Metropolitan Transportation Authority (Metro) previously approved programming of $11,000,000 of Measure R Early Action Program funds for the design of the Project. On June 9, 2015, the City Council approved Contract No. 33938 with HDR Engineering, Inc. (HDR), for engineering and architectural design services for the Project for a period of three years, with the option to extend the contract for two additional one-year periods in an amount not to exceed $4,700,000. On November 20, 2018, the City Council authorized an amendment to increase the contract authority by $1,751,450 for an amount not to exceed $6,451,450. Additional contract authority in the amount of $524,937 is requested, for a revised total contract amount not to exceed $6,976,387, to cover unforeseen challenges due to to new fuel efficiency...
