TITLE

Recommendation to adopt Plans and Specifications Nos. R-7147 and R-7148 for the Junipero and Granada Beach Concession Renovations and Site Improvements Project; award a contract to General Consolidated Constructors, Inc., of Perris, CA, in the amount of $2,879,460, with a 15 percent contingency in the amount of $431,919, for a total contract amount not to exceed $3,311,379; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.

DISCUSSION

City Council approval is requested to enter into a contract with General Consolidated Constructors, Inc., to provide construction services for the Junipero and Granada Beach Concession Renovations and Site Improvements Project (Project).

 

The existing Junipero Beach Concession Building located at 2630 E. Ocean Boulevard and Granada Beach Concession Building located at 5098 E. Ocean Boulevard (Attachment A) serve visitors of the City of Long Beach’s (City) waterfront and are located on the beach adjacent to the bike and pedestrian paths.  To activate the space and provide unique destination features, both facilities are receiving improvements.  Both concession buildings will receive façade improvements, new shade structures over the seating areas, improved connection to the bike and pedestrian paths, new retail areas, and enhanced wayfinding signage.  Adjacent to the Junipero Beach Concession, a large destination playground will be installed.  Adjacent to the Granada Beach Concession, a fitness station, dog rinse station, and an interactive water play feature will be installed.

 

Although there are two separate specification numbers and locations associated with the Project, it was bid as a single project.  The bid was advertised in the Long Beach Press-Telegram on October 2, 2019, and 4,924 potential bidders specializing in construction services were notified of the bid opportunity.  Of those bidders, 62 downloaded the bid via the City’s electronic bid system.  The specifications were made available on the Purchasing Division’s website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 29 local, minority-owned and women-owned business groups.  Five bids were received on November 5, 2019.  Of those five bidders, none were Women-owned Business Enterprises (WBEs), or Disadvantaged Business Enterprises (DBEs), two were Minority-owned Business Enterprises (MBEs), three were certified Small Business Enterprises (SBEs), and none were Long Beach Businesses (Locals).  General Consolidated Constructors, Inc., of Perris, CA (an SBE), was the lowest responsive and responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications.  Through outreach, 443 Long Beach vendors were notified to submit bids, of which six downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on December 31, 2019, Purchasing Agent Tara Yeats on January 7, 2020, and by Budget Analysis Officer Julissa José-Murray on January 16, 2020.

 

SUSTAINABILITY

 

Any demolition of concrete or other materials used will be recycled and diverted from landfills.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. R-7147 and R-7148 and award a contract concurrently is requested on February 4, 2020, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total project cost is estimated at $5,064,732, and includes the contract award amount of $3,311,379, including contingency, and the cost for design, construction, construction management, labor compliance, and project oversight.  The total project cost is supported by $5,064,732 of Tidelands Funds, which is fully appropriated in the Tidelands Operating Fund Group in the Public Works Department. 

 

On August 23, 2019, the State Lands Commission (SLC) approved expenditures for the Project in the amount of $2,023,030 for Granada and $2,125,972 for Junipero for a combined total of $4,149,011.  The SLC will be notified of the additional expenditures based on the bids received at the next scheduled meeting.  All SLC requirements have been met and the City is ready to proceed with construction.

 

The Parks, Recreation and Marine Department will be responsible for operating and maintaining the Project sites upon completion.  Operating and maintenance costs for the current concession stands are budgeted in the Tidelands Operating Fund Group in the Parks, Recreation and Marine Department. The additional annual operating and maintenance costs associated with this recommendation are unknown at this time.  If additional budget is necessary, it will be requested, with any appropriate offsetting revenue anticipated, as part of a subsequent budget process.

 

This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  Approval of this recommendation will provide continued support to the local economy.  The number of additional local jobs created by this project will not be known until the contractors have completed their hiring and construction has commenced.
