DISCUSSION

The California Department of Public Health (CDPH), Sexually Transmitted Diseases (STD) Control Branch is awarding the City of Long Beach $169,605 in assistance funds for STD prevention and control activities. Fifty percent (50%) of the $169,605 award will be provided to a community-based organization (CBO) to provide STD investigations, partner notifications, and linkage to care. The Health and Human Services Department (Health Department) will continue to provide support activities for those who are infected with an STD, including monitoring, prevention, case investigation, and linkage to care. The partnership between the Health Department and selected CBO will assure testing, treatment, and disease transmission is mitigated for those who are at the highest risk of contracting a STD.  

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on January 15, 2020 and by Budget Analysis Officer Julissa José-Murray on January 16, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on February 4, 2020, to execute a contract with CDPH in a timely manner.

 

FISCAL IMPACT

The CDHP will provide annual funding in the amount of $169,605 for the five-year period of July 1, 2019 through June 30, 2024.  Services will be provided by either Health Department staff or the CBO selected to partner with the Health Department per the grant requirements.  Costs will be fully offset over the five-year period from revenues received through the agreement with the CDPH, for a total contract amount not to exceed $848,025.  An appropriation increase in the amount of $848,025 is requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenues.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
