TITLE
Recommendation to authorize City Manager, or designee, to execute a Master Agreement, and any subsequent amendments, with the Los Angeles County Department of Public Health (LACDPH), to provide community engagement and related services for a term effective upon the date of execution and continuing through eight years, with an option to extend the agreement for two additional one-year terms, at the discretion of the LACDPH. (Citywide)
DISCUSSION
In July 2019, the LACDPH released a Request for Statement of Qualifications to establish a Master Agreement list of eligible entities to provide an array of community engagement and related services. The Health and Human Services Department (Health Department) submitted its Statement of Qualifications in September 2019, and received notice on December 19, 2019 that it will be placed on the LACDPH Master Agreement eligibility list. Upon execution of the Master Agreement, the City of Long Beach may respond to LACDPH’s competitive solicitations to provide as-needed community engagement services under a Request for Services (RFS) or Work Order (WO). Only agencies with a Master Agreement in place will be eligible to apply for the RFS/WO. The Health Department will follow the standard grants protocols when applying for the competitive RFS/WO, including returning to the City Council, as appropriate, if awarded and identified as a LACDPH Contractor.
City Council approval is requested to enter into the Master Agreement with the LACDPH to provide community outreach, manage multi-stakeholder collaborations, and implement community-based communication strategies in Long Beach.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on January 2, 2020 and by Budget Analysis Officer Julissa José-Murray on January 13, 2020.
TIMING CONSIDERATIONS
City Council action to execute the LACDPH Master Agreement is requested on February 4, 2020, to ensure the agreement is in place expeditiously.
FISCAL IMPACT
There is no fiscal impact associated with the signing of the Master Agreement. If the agreement with the LACDPH is approved and implemented, the Health Department may have access to new funding opportunities. Should the Health Department be awarded a contract agreement by the LACDPH, the Health Department will follow established grant protocols and return to the City Council for approval of the official grant agreement. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. No match or in-kind service mandate is required and there is no local job impact associated with this recommendation.
