TITLE

Recommendation to authorize City Manager, or designee, to increase Munis Contract No. 31900668 with American Correctional Solutions, Inc., of Irvine, CA, to continue nursing services provided to inmates, in the amount of $400,000, for a revised total amount not to exceed $500,000, and to extend the term of the contract to May 31, 2020.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Munis Contract No. 31900668 with American Correctional Solutions, Inc. (ACS), in the amount of $400,000, to continue providing nursing services to individuals booked at the City of Long Beach (City) jail facility, and extend the contract term to May 31, 2020, to allow for the completion of the procurement process and transition to a new contract.

 

On December 5, 2019, a Request for Proposals (RFP) for jail inmate medical services was released. Jail inmate medical services are necessary to comply with California Code of Regulations, Title 15, Article 11, Medical/Mental Health Care Services, which specifies the requirements and responsibilities for jail health care services.  This includes ensuring that the provision of emergency and basic health care services are available to all inmates at all times.  Multiple on-site medical providers are necessary to avoid disruption of services. This interim Munis Contract extension is required through May 31, 2020, due to the complexity and volume of services, and to allow staff sufficient time to complete a competitive procurement process without an interruption in service.

 

This matter was reviewed by Deputy City Attorney Sarah E. Green on December 16, 2019, Purchasing Agent Tara Yeats on December 17, 2019, and by Budget Management Officer Rhutu Amin Gharib on December 23, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on January 21, 2020, to ensure that the agreement is in place expeditiously.

 

FISCAL IMPACT

The recommended action increases the interim contract by $400,000, for a revised total contract amount not to exceed $500,000, for the period ending May 31, 2020.  The additional contract authority of $400,000 will be absorbed in the General Fund Group in the  Police Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
