TITLE

Recommendation to authorize City Manager, or designee, to execute a grant agreement, and any necessary documents, to accept and expend grant funding in an amount not to exceed $300,000, with the State of California Department of Parks and Recreation, Division of Boating and Waterways, for the Davies Boat Launching Facility project, for the period of February 1, 2019 through February 1, 2021; and

 

Increase appropriations in the Tidelands Operating Fund Group in the Public Works Department by $300,000, offset by reimbursement grant revenue.  (District 3)

 

DISCUSSION

City Council approval is requested for the City of Long Beach (City) to accept and expend grant funding from the State of California Department of Parks and Recreation, Division of Boating and Waterways (DBW) for the Davies Boat Launching Facility project.  On August 23, 2016, City Council adopted a Resolution authorizing the City Manager, or designee, to submit a grant application to the DBW Local Assistance Boat Launching Facility (BLF) grant program.  The City’s grant application requested funding for the entirety of the Davies Launch Ramp Renovation and Improvement project estimated at $4,160,000.  On October 25, 2018, the City was awarded grant funding from the DBW Harbors and Watercraft Revolving Fund in the amount of $300,000.  The grant period is from February 1, 2019 through February 1, 2021.

 

The grant stipulates that monies will be used specifically for design phase costs related to engineering, permitting and inspection.  Upon grant award, the City began working with Tetra Tech, Inc., on plan development, permit application, and design within the scope of the aforementioned grant stipulations.  The City will apply for additional DBW grant funding for the project’s construction phase subsequent to design.

 

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on December 23, 2019, and by Budget Management Officer Rhutu Amin Gharib on January 6, 2020.

 

TIMING CONSIDERATIONS

City Council action is requested on January 21, 2020, to expedite the use of grant funds.

 

FISCAL IMPACT

The design of the Davies Boat Launching Facility will cost approximately $300,000 and will be funded with grant funds made available under the State of California Department of Parks and Recreation, Division of Boating and Waterways.  All eligible expenses will be fully offset by grant reimbursement revenue and no matching funds are required.  An appropriation increase is being requested in the Tidelands Operating Fund Group in the Public Works Department by $300,000, offset by grant revenue.

 

The total project construction costs will be determined further into the design phase.  City staff will request additional grant funding for construction after the design plans have been completed and return to the City Council to request an appropriation increase for construction cost when funding has been secured.  There is no local job impact associated with this recommendation.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
