TITLE
Recommendation to authorize City Manager, or designee, to execute a Master Agreement, and any subsequent amendments with the County of Los Angeles Department of Mental Health (LACDMH), to provide mental health prevention and early intervention services for a term effective upon the date of execution and continuing through June 30, 2027, with the option to extend the agreement for two additional one-year terms at the discretion of the LACDMH through June 30, 2029. DISCUSSION
On November 2, 2004, the California electorate passed the Mental Health Services Act (MHSA) to create a new permanent revenue source focusing on mental health prevention and services. The LACDMH administers the MHSA funds through a contract with the State of California, Department of Health Care Services.
In March 2019, the LACDMH released a Request for Statement of Qualifications to establish a Master Agreement list of eligible entities to provide an array of mental health services funded through the MHSA. The Health and Human Services Department (Health Department) submitted its Statement of Qualifications in November 2019 and received notice on December 18, 2019 that it will be placed on the LACDMH MHSA Master Agreement eligibility list. Upon execution of the MHSA Master Agreement, the City of Long Beach may respond to the LACDMH’s competitive solicitations to provide as-needed MHSA services under a Request for Services (RFS) or Work Order (WO). Only agencies with a MHSA Master Agreement will be eligible to apply for the RFS/WO.
City Council approval is requested to enter into the MHSA Master Agreement with the LACDMH to provide mental health prevention, early intervention, outreach, and community engagement Long Beach.

TIMING CONSIDERATIONS
City Council action to execute the LACDMH MHSA Master Agreement is requested on January 21, 2020, to ensure the agreement is in place expeditiously.
FISCAL IMPACT
If the Master Agreement with the LACDMH is approved and implemented, then the Health Department may have access to new funding opportunities through the MHSA. There is no fiscal impact associated with the signing of this agreement. Should the Health Department be awarded a contract agreement by the LACDMH, the Health Department will follow established grant protocols and return to the City Council for approval of the official grant agreement. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. No match or in-kind service mandate is required and there is no local job impact associated with this recommendation.
