TITLE

Recommendation to authorize City Manager, or designee, to amend Contract No. 34358 with HNTB Corporation, of Kansas City, MO, and Contract No. 34406 with Jacobs Project Management Co., of Pasadena, CA, for as-needed design engineering, construction management, and other related services at the Long Beach Airport, to increase the aggregate contract amounts by $3,100,000, for a revised total aggregate amount not to exceed $14,100,000; and

 

Increase appropriations in the Airport Fund Group in the Airport Department by $3,100,000, offset by funds available.  (District 5)

 

DISCUSSION

On August 16, 2016, the City Council authorized the City Manager to adopt Specifications No. RFQ AP16-105 and execute contracts with HNTB Corporation (HNTB), and Jacobs Engineering Group, Inc. (Jacobs), for as-needed engineering services at the Long Beach Airport (Airport), in an aggregate contract amount of $5,000,000 for a period of four years, with the option to renew for two additional one-year periods.  On January 23, 2018, the City Council authorized an amendment to Contract No. 34358 with HNTB and Contract No. 34406 with Jacobs to increase the contract amounts by $6,000,000, for a revised total aggregate amount not to exceed $11,000,000.  City Council approval is requested to increase the aggregate amount of the existing contracts by $3,100,000, for a revised total aggregate amount not to exceed $14,100,000.

 

Since the contracts were awarded, the Airport  has initiated or completed engineering services for the primary projects, which included the perimeter security improvements, Runway 7R-25L improvements, Taxiway C improvements, Phase II terminal area improvements, Runway 12-30 keel section rehabilitation, Airport monument signage, ground service equipment ramp chargers, terminal heating, ventilation, and air conditioning, and miscellaneous landside and airfield planning, design and construction management, for a total combined cost of $10.7 million.  Additional contract authority of $3.1 million is now required for the continued support of Phase II terminal area improvements, Runway 12-30 survey and runway end identifier light design and construction management, Taxiway D design support, ground service equipment (GSE) ramp chargers construction management support, tenant space allocation studies, and other as-needed miscellaneous engineering services as needed.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on December 16, 2019, Purchasing Agent Tara Yeats on December 5, 2019, and by Budget Analysis Officer Julissa José-Murray on December 12, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on January 14, 2020, to allow for the continuation of the engineering services for the program and construction management staff support for Phase II terminal area improvements, Runway 12-30, Taxiway D and GSE projects at the Airport.

 

FISCAL IMPACT

The revised aggregate contract amount will not exceed $14,100,000.  Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.  Each work order will be funded prior to the work order being issued to the contractor.  An appropriation increase is requested in the amount of $3,100,000 in the Airport Fund Group in the Airport Department, offset by funds available.  This recommendation has no staffing impact beyond the budgeted scope of duties and is consistent with existing City Council priorities.  The continuation of this contract will have a positive impact to the regional economy by supporting employment of several jobs in Long Beach and surrounding cities.
