TITLE

Recommendation to authorize City Manager, or designee, to execute a second amendment to Contract No. 34895 with LAZ Parking California, LLC, by $1,171,884 for parking operations and management services, for a revised total amount not to exceed $15,143,675, for a term of three years.  (Citywide)

DISCUSSION

City Council approval is requested to execute an amendment to Contract No. 34895 with LAZ Parking California, LLC (LAZ), and increase authority by $1,171,884, for parking operations and management services for both on-street and off-street parking locations. The total three-year contract authority for LAZ will increase from $13,971,791 to $15,143,675.

On November 7, 2017, the City Council awarded LAZ a three-year contract for citywide parking operations and management services, which includes staffing, customer service, oversight and maintenance of access and pay equipment, management of annual and monthly permit programs, and maintenance associated with operations of the City’s municipal parking lots and structures, and year-round special events. On June 19, 2018, the City Council approved a first amendment to Contract No. 34895 with LAZ to provide operations and management services at three new parking assets upon the expiration of the City’s 15-year agreement with DDR Management, LLC (DDR), on May 31, 2018.

Additional contract authority is needed with LAZ to support the several citywide parking projects City staff is currently working on, which include:

FISCAL IMPACT

The total requested action increases the contract amount by $1,171,884, for a revised contract amount not to exceed $15,143,675. Sufficient funds to support the increased authority are budgeted in the General Fund Group, Tidelands Operating Fund Group, Civic Center Fund Group, and the Capital Projects Fund Group in the Public Works Department.  This action will have a minimal impact on staff duties and City Council priorities beyond the normal budgeted scope of duties.  There is no local job impact associated with this recommendation.
