TITLE
Recommendation to authorize City Manager, or designee, to amend Agreement No. 35244 with Penwal, of Rancho Cucamonga, CA, for the design, fabrication, and installation of the City’s Police and Fire Memorial, to increase the amount by $48,625, for a revised total contract amount not to exceed $736,125, and extend the contract term to April 30,2020; authorize City Manager, or designee, to execute all necessary documents including amendments; and
Increase appropriations in the Civic Center Fund Group in the Public Works Department by $50,000, offset by donations received from the Friends of Long Beach Fire Fighters and the Long Beach Police Foundation. (District 2)
DISCUSSION
City Council approval is requested to amend Agreement No. 35244 with Penwal, to increase the amount by $48,625, for a revised total contract amount not to exceed of $736,125.
On May 7, 2019, City Council approved entering into a contract with Penwal for the design, fabrication, and installation of the City’s Police and Fire Memorial (Memorial). The original anticipated completion date was September 11, 2019, but due to unanticipated issues and design refinements, the Memorial is still being fabricated, making it necessary to extend the contract term to April 30, 2020. This will ensure the Memorial is completed at the highest caliber, properly honoring the fallen heroes of the Long Beach Police and Fire Departments. The Memorial will also educate the public and give meaning to the sacrifice of individuals who lost their life in the line of duty.
The Memorial is inspired by the form of a folded flag. This tradition of providing family members with a folded flag taken from the casket symbolizes the unity of the fallen with their colleagues and their family. The monument is comprised of triangular bronze plaques, which are being inscribed with the names of the fallen individuals, their department shield, and year of passing.
