TITLE

DISCUSSION

At its meeting on July 10, 2007, the City Council adopted a Resolution authorizing the City to enter into all agreements required by the California Department of Transportation (Caltrans) for their local Assistance Procedures to expend State and federal funds.

 

In January of 2019, the California Transportation Commission (CTC) approved the Active Transportation Program (ATP) funding for the Orange Avenue Backbone Bikeway and Complete Streets project (Project).  The Project is recommended as part of the City’s Bike Master Plan, connecting North Long Beach to Downtown.  The Project will improve Orange and Alamitos Avenues by incorporating a Class IV protected bikeway facility featuring protected intersections, curb extensions, bus islands and improving lighting throughout the 8.3-mile corridor (Attachment).

 

At its meeting on August 14, 2019, the CTC approved $127,000 preliminary assessment and environmental documents (PA/ED) necessary to initiate the permitting process for the Project.  The total estimated cost for all phases of this Project is $13,363,000.  It is anticipated that additional funds will be awarded by the CTC that will fully support the total Project costs, except for grant matching funds.  Any additional awards will be awarded incrementally with each new Project phase through 2023. 

 

This matter was reviewed by Assistant City Attorney Amy R. Webber on November 18, 2019 and by Budget Analysis Officer Julissa José-Murray on December 6, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on January 7, 2020, to begin the preliminary assessment and environmental documents necessary for permit processing.

 

FISCAL IMPACT

The total estimated cost for all phases of the Orange Avenue Backbone Bikeway and Complete Streets Project is $13,363,000.  It is anticipated that additional funds will be awarded by the CTC to fully support the total project costs, except for grant matching funds in later phases. The total cost of the PA/ED phase is estimated at $147,000 and is supported by $127,000 from an Active Transportation Program Grant and $20,000 from Los Angeles County Measure R funds.  This grant has a matching requirement of $20,000 currently supported by the appropriated Measure R funds.  An appropriation increase is requested in the Capital Projects Fund Group in the Public Works Department in the amount of $127,000 offset by grant revenues.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
