TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute all necessary documents, and any necessary amendments, to receive and expend grant funding from the State of California Department of Alcoholic Beverage Control 2019 grant, in the amount of $100,000, for the period of July 1, 2019 to June 30, 2020. (Citywide)

DISCUSSION
At its meeting on October 1, 2019, the City Council approved the Long Beach Police Department (LBPD) to receive and expend grant funding from the State of California Department of Alcoholic Beverage Control (ABC). As part of the grant acceptance, ABC requires a Resolution by the City Council authorizing the City Manager to execute on behalf of the City of Long Beach (City), stating that any liability arising out of the performance of the grant agreement to be the responsibility of the City, that grant funds will not be used to supplant expenditures, and that this grant award is not subject to local hiring freezes. However, a Resolution was not requested at the City Council meeting on October 1, 2019. Therefore, a Resolution is being requested at this time to meet the ABC’s requirement.

This matter was reviewed by Principal Deputy City Attorney Gary J. Anderson on November 12, 2019 and by Budget Management Officer Rhutu Amin Gharib on November 17, 2019.

TIMING CONSIDERATIONS
City Council action is requested on December 17, 2019, to expedite use of the grant funds.

FISCAL IMPACT
Funds in the amount of $100,000 are budgeted in the General Grants Fund Group in the Police Department, offset by grant revenue. The grant does not require any matching funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
