TITLE
Recommendation to receive and file a report on the status of the Independent Redistricting Commission Plan.
DISCUSSION
On November 6, 2018, Long Beach voters approved Measure DDD - City of Long Beach Independent Citizens Redistricting Commission. The measure amended the City Charter (Charter) to create an Independent Redistricting Commission (Commission) of Long Beach residents to determine the boundaries of Council districts every ten years after the national census.
This report is required by the Charter to update the Mayor and the City Council on the Commission plan (Attachment) by January 1, 2020.
This matter was reviewed by Deputy City Attorney Amy R. Webber on November 26, 2019 and by Budget Analysis Officer Julissa José-Murray on December 2, 2019.
TIMING CONSIDERATIONS
City Council action is requested on December 10, 2020, to meet the City Charter requirement of a report to the Mayor and the City Council by January 1, 2020.
FISCAL IMPACT
The proposed redistricting plan spans three fiscal years at an estimated cost of $1.2 million. The FY 20 Adopted Budget included $250,000 to initiate the proposed work plan. The City Clerk Department is working with City Manager’s Office to identify funding sources for the remaining unfunded balance remaining in FY 20 and will return to the City Council for a budget adjustment during FY 20 to fully fund this year’s costs. Funding for the FY 21 and FY 22 redistricting costs will be identified as part of those respective budget development processes. The recommended action has a moderate staffing impact beyond the normal budgeted scope of duties and is consistent with City Council priorties. There is no local job impact associated with this recommendation.
