TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary amendments, with the Long Beach Community College District, to provide free non-credit and certificate courses at the Michelle Obama Neighborhood Library, for a period beginning February 6, 2020 through May 21, 2021. (District 9)

DISCUSSION
City Council approval is requested to authorize the City Manager enter into an agreement with Long Beach Community College (LBCC) to bring free non-credit and certificate courses to the Michelle Obama Neighborhood Library. This agreement will essentially create a program for a temporary satellite LBCC campus with dedicated space for college classes to be held for residents within the community (Program). This Program is an identified step in the “Everyone In” Plan approved by the City Council to bring adult education to the North Long Beach area. A partnership between the Department of Library Services and LBCC would enhance cross-promotional opportunities for both the City and LBCC.

The next set of courses will start with the Spring semester, beginning February 6, 2020, on Tuesdays and Thursdays from 9 a.m. to 12 p.m. Each class will take three weeks to complete and may be offered back-to-back over a period of nine weeks.

Non-credit courses have no tuition or textbook costs, and provide students with opportunities to reach their personal and professional goals, while also providing lifelong learning, college transfer opportunities, and career preparation. These non-credit courses provide students, especially underserved students, opportunities to increase their literacy skills and improve their learning power. Participants will benefit from this educational gateway into college. Residency requirements are not needed for non-credit courses.
