DISCUSSION
City Council approval is requested to enter into contracts with All American Asphalt, of Corona, CA, and Sully Miller Contracting Company, of Brea, CA (contractors), for local street construction services, such as repair and replacement of street pavement, slurry seal, construction and replacement of alleys, sidewalks, driveways, curbs, gutters, curb ramps, and related improvements.

The contracts will be for on-call work performed based on individual work orders issued by the City of Long Beach (City) and do not include a guaranteed minimum payment or retainer fee. Payment to contractors will be based on the number of work orders issued by the City and fully completed by the contractors. The maximum aggregate dollar amount that can be issued in work orders under these two on-call contracts is $40,000,000. Passage of the Measure A by Long Beach voters, Los Angeles County’s Measure M, Senate Bill 1 (SB 1), and the Road Repair and Accountability Act of 2017 has made additional funding available for street repairs and improvements. These contracts will enable the City to utilize all funds available for this purpose. Two vendors are necessary to ensure timely completion of these street improvement projects. While the Public Works Department will be responsible for administrative control and monitoring of the contracts, the contracts may be used by other City departments for street and related improvement projects....
