TITLE

Recommendation to adopt resolution authorizing the Assistant Executive Director and the Deputy Executive Director to execute all required documents, including any necessary amendments, with the Housing and Community Investment Department of Los Angeles, to accept and expend funding in an amount not to exceed $1,250,000 to implement the Housing Opportunities for Persons with AIDS (HOPWA) Program, for the period of July 1, 2019 through June 30, 2020.  (Citywide)

 

DISCUSSION

The Housing Authority of the City of Long Beach (Housing Authority) has been providing housing and supportive services to low-income persons living with HIV/AIDS with funding provided by the Housing and Community Investment Department of Los Angeles (HCIDLA) since 1999. Partnering with St. Mary’s Hospital Care Program, the Housing Opportunities for Persons with AIDS (HOPWA) Program (Program) has been successful in preventing homelessness among low-income families dealing with HIV/AIDS. The existing contract with the HCIDLA has expired and a new grant agreement to extend the Program has been prepared (Agreement).

 

The Agreement will include supportive services, specifically housing specialist services, for HOPWA clients in emergency, transitional or permanent housing situations.  These housing specialist services will focus on assisting HOPWA clients and their families to locate and secure appropriate and affordable housing, follow-up with households after receiving housing or other services, assess housing stability, and to provide as-needed assistance and referrals to help households maintain their housing. Funding is also being renewed to continue to provide the direct rental subsidies through the Tenant Based Rental Assistance (TBRA) component for approximately 70 families annually.   

 

The terms for this Agreement are for the period of July 1, 2019 through June 30, 2020, to receive and expend grant funding in amount not to exceed $1,250,000, for supportive services and TBRA components.  Continued funding for these services is vital for Long Beach service areas.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on  28, 2019 and by Revenue Management Officer Geraldine Alejo on October  25, 2019.

 

TIMING CONSIDERATIONS

Housing Authority Commission action is requested on November 12, 2019, so that all required documents can be executed to accept Program funding for FY 2019-2020.

 

FISCAL IMPACT

The Housing Authority will receive up to $1,250,000 in funding for the period of July 1, 2019 through June 30, 2020.  Sufficient funds are currently budgeted in the Housing Authority Fund Group in the Health and Human Services Department.  No match or in-kind service mandate is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
