DISCUSSION
Since 1998, the County of Los Angeles has contracted with the City of Long Beach, Health and Human Services Department (Health Department), to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) clinical services. The Medical Care Coordination (MCC) Services Program is a multi-disciplinary educational approach that integrates medical and non-medical case management by coordinating behavioral interventions and support services with medical care to promote improved health outcomes for people with HIV. MCC team members deliver patient-centered activities that focus on addressing health status, engagement and retention in care, adherence to medications, and HIV risk reduction. The program services approximately 265 individuals with HIV/AIDS infection who are medically indigent and would have no other means of accessing care.

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on September 12, 2019 and by Revenue Management Officer Geraldine Alejo on October 7, 2019.

TIMING CONSIDERATIONS
City Council action is requested on October 22, 2019, to continue to provide these services without interruption. The Health Department has been providing services since March 1, 2019, and will be able to recover costs once the agreement is approved.

FISCAL IMPACT
Services will be provided by existing Health Department staff and resources budgeted in the Health Fund Group in the Health and Human Services Department. Costs will be fully offset over the three-year period from r...
