TITLE
Recommendation to direct City Manager to provide an update on the implementation of the Long Beach ban on single-use food and beverage containers made of expanded polystyrene foam, rigid polystyrene #6, and non-recyclable and non-compostable materials.

DISCUSSION
April 17, 2018 the Long Beach City Council voted to declare an ordinance regulating the use of single-use food and beverage containers made of expanded polystyrene (EPS) foam, rigid polystyrene #6 and non-recyclable and noncompostable material for prepared food distribution in the City of Long Beach.

The implementation of this ordinance is proceeding in a series of phases, where phase one and phase two have begun, with phase three, the final phase, is expected to go into effect later this year. This ordinance has been a major step for the City as we seek to reduce trash, and improve sustainability for our residents, while taking into account the necessary changes for our local businesses.

In order to evaluate and measure the success of phase one and phase two, a study session should be scheduled to present the progress of this ordinance and any measurable impacts it may have had so far in reducing trash and improving sustainability. Holding this presentation prior to the implementation of phase three is important in order to understand the progress so far and assess if any future changes may be necessary in preparation for phase three that would ensure it is as successful as possible.
