TITLE
Recommendation to adopt Plans and Specifications No. R-7139 for improvements to Taxiway C at the Long Beach Airport; award a contract to Coffman Specialties, Inc., of San Diego, CA, in the amount of $22,920,000, with a 7.5 percent contingency in the amount of $1,719,000, for a total contract amount not to exceed $24,639,000; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments;
Adopt Categorical Exemption CE-19-128; and
Increase appropriations in the Airport Fund Group in the Airport Department by $28,635,227, offset by grant revenue and funds available. (District 5)
DISCUSSION
City Council approval is requested to enter into a contract with Coffman Specialties, Inc., for improvements to Taxiway C (project) at the Long Beach Airport (Airport). The project includes the conversion of the decommissioned Runway 16L-34R pavement to new concrete pavement that will be designated as Taxiway C. Existing Taxiway C, currently located directly west of the terminal apron, is the primary means of access to and from aircraft gates for commercial passenger aircrafts. Upon project completion, existing Taxiway C pavement area will be designated as part of the terminal apron. Shifting Taxiway C away from the terminal ramp vicinity will alleviate congestion, reduce push-back incidents, and increase operational safety.
The project also includes the reconfiguration of the airfield geometry “hot spot” at the non-standard Taxiway J crossing of Runway 12-30, which will enhance pilot’s situational awareness and safety. Additional improvements will include the construction of new connecting taxiway, grading and drainage improvements, hydro-seeding of graded infield areas, new light-emitting diode (LED) airfield signage and lighting improvements, and taxiway markings.
The total grant funding for the project is $24,068,602. On July 16, 2019, the City Council authorized the submittal of an application to the Federal Aviation Administration (FAA), and if awarded, accept said grant for the Airport Improvement Program (AIP) Grant for Fiscal Year 2019 to fund the improvements to Taxiway C Project. The FAA awarded the Airport the grant for this project on September 23, 2019.
The bid was advertised in the Long Beach Press-Telegram on June 5, 2019, and 4,786 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 114 downloaded the bid via the City's electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 28 local, minority, and women-owned business groups. In addition, a bid announcement was made through Constant Contact and 2,500 Disadvantaged Business Enterprises (DBEs) specializing in construction related services were notified. Four bids were received on July 3, 2019. Of those four bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), DBEs, certified Small Business Enterprises (SBEs), nor Long Beach businesses (Local). Coffman Specialties, Inc., of San Diego, CA, was the lowest responsible bidder.
Local Business Outreach
In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 411 Long Beach vendors were notified to submit bids, of which 5 downloaded, but none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
In accordance with the California Environmental Quality Act, Categorical Exemption CE-19-128 was issued for this project (Attachment). The project received a Categorical Exclusion pursuant to Federal Aviation Administration Order 1050.1F, and in accordance with the National Environmental Policy Act, on August 17, 2018.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on September 19, 2019, Purchasing Agent Tara Yeats on September 12, 2019, and by Budget Analysis Officer Julissa José-Murray September 23, 2019.
SUSTAINABILITY
The construction method of treating the in-place soil will reduce the number of dump truck trips for removals, in turn, reducing vehicle emissions. Additionally, the number of dump truck trips required for construction of the stabilized sub-base will be eliminated.
The project specifications will allow the contractor to use asphalt millings from the demolition of the existing Runway 16L-34R as a base material for the new pavement section. This will reduce the number of dump truck trips required for construction of the aggregate subbase and the amount of new aggregate material that needs to be produced.
The new Taxiway C pavement will have an anticipated service life of 40 years and is anticipated to generate significant cost savings over the life-cycle of the asset.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. R-7139 and award a contract concurrently is requested on October 8, 2019, to expedite commencement of this work. Construction is anticipated to begin in November 2019 and should take approximately 14 months to complete. The construction Plans and Specifications contain phasing requirements to maintain sufficient access for all Airport passengers and operators including commercial airlines and general aviation tenants.
FISCAL IMPACT
The total project cost is estimated at $28,635,227, which includes the contract award amount of $24,639,000, including contingency, design, construction management, inspection services and material testing, labor compliance and DBE administration, and related project support. The project will be funded by an FAA AIP grant award in the amount of $24,068,602. The grant requires matching funds in the amount of $4,566,625. The City’s cost match will be funded by Passenger Facility Charges (PFC) and Airport revenues. If FAA authorization to use PFC funds for this project is not received, Airport operating revenues will fund the full City cost match. An appropriation increase in the amount of $28,635,227 in the Airport Fund Group in the Airport Department will be offset by reimbursement grant revenue and Airport Funds available from PFC and Airport revenues. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will have a positive impact to the regional economy by supporting employment of several jobs in Long Beach and surrounding cities.
