TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract and any necessary amendments, with Measurement Control Systems, of Santa Ana, CA, to furnish and deliver gas meters and other services and parts, for a total contract amount not to exceed $150,000, for a period of two years, with the option to renew for two additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Measurement Control Systems, for the purchasing of gas meters and other services and parts.
The Energy Resources Department (ER) has installed Elster American gas meters for many large commercial and industrial customers in the cities of Long Beach and Signal Hill. ER’s staff is fully trained on the operation, maintenance, and repair of these types of gas meters, which have proven reliable and durable. The previous distributor for Elster American meters was Eclipse, Inc. Currently, Measurement Control Systems is the sole authorized distributor of these types of gas meters for the Long Beach. ER requests authorization to execute a contract with Measurement Control Systems to purchase meters, regulators, and miscellaneous parts used during business operations.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on September 12, 2019, Purchasing Agent Tara Yeats on September 18, 2019, and by Revenue Management Officer Geraldine Alejo on September 20, 2019.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on October 8, 2019, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total contract amount will not exceed $150,000 and is budgeted in the Gas Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
