(District 5)

DISCUSSION
The California Highway Patrol (CHP) wishes to renew its agreement to use the Long Beach Police Department (LBPD) Pistol Range (Range) two days each month for regular weapons qualification for their sworn officers. The prior agreement expired on June 30, 2019. The term of the agreement would be from July 1, 2019 through June 30, 2022. In keeping with previous agreements, the CHP has agreed to pay $400 per day, not to exceed $800 per month, for the use of the facility. Either party may terminate the agreement with (30) days written notice to the other party. The CHP has been using the LBPD Range for weapon qualifications since November 1994.

Due to its geographic diversity, the CHP contracts with local law enforcement agencies throughout the State of California for use of ranges to qualify its personnel. The LBPD Pistol Range is a convenient location due to its proximity to the south Los Angeles area office of the CHP.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on September 5, 2019 and by Budget Management Officer Rhutu Amin Gharib on September 12, 2019.

TIMING CONSIDERATIONS
City Council action is requested on October 1, 2019, to ensure the agreement is in place expeditiously.

FISCAL IMPACT
This agreement will continue to accrue revenue of $9,600 annually in the General Fund Group in the Police Department, for a total amount of $28,800 over three years. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
