TITLE

Recommendation to authorize City Manager, or designee, to execute all necessary documents to with the State of California Department, to accept and expend the Alcoholic Beverage Control 2019 grant, in the amount of $100,000, for the period of July 1, 2019 to June 30, 2020; and

 

Increase appropriations in the General Grants Fund Group in the Police Department by $100,000, offset by grant revenue.  (Citywide)

 

DISCUSSION

City Council approval is requested for the Long Beach Police Department (LBPD) to receive and expend grant funding from the State of California Department of Alcoholic Beverage Control (ABC).  On May 20, 2019, the LBPD was awarded grant funding from the ABC 2019 grant in the amount of $100,000. The grant monies will be used for overtime, investigative services, and training to identify and focus on problematic ABC licensed establishments, and to ensure compliance with City and State laws to improve public safety. The grant period is from July 1, 2019 to June 30, 2020.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on August 26, 2019 and Budget Management Officer Rhutu Amin Gharib on September 5, 2019.

 

TIMING CONSIDERATIONS

City Council action is requested on October 1, 2019, to expedite the use of grant funds.

 

FISCAL IMPACT

As this grant is currently unbudgeted, an appropriation increase is requested in the amount of $100,000 in the General Grants Fund Group in the Police Department, offset by grant revenue. The grant does not require any matching funds. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
